60. Child Lures Prevention Programs - Kim Hurse

Minutes: 

Kim Hurse and Mike Williams presented the program and requested a preview of this program prior to the next Board meeting.

Judy Holland, former Youth Resource Officer, spoke on behalf of the program.

61. Project SOS - Pam Malarky

Minutes: Mrs. Malarky gave a report on the Project SOS Program.
62. School Board Representation - Leslie Dougher

Minutes: 

Mrs. Leslie Dougher spoke regarding the issue of representation of the School Board in Mr. Charles Van Zant's absence, due to military duty.  Stephanie Van Zant, Bill Garrison and Gavin Rollins also spoke to this issue.

Bruce Bickner, School Board Attorney, explained the process for requesting a Leave of Absence from the Governor's office, for elected officials.

Mr. Farrell read a draft of a letter to be sent to the Governor from the School Board regarding the urgency in filling Mr. Van Zant's vacant seat.  The School Board voted to have the letter sent.  Mr. Bicker will have the letter ready for signatures by noon on Friday, August 20th.

66. Review Tentative 2010/11-2014/15 Educational Facilities Plan

Minutes: 

Mr. Elliott informed the Board that the two reserve dates (August 26th and September 9th) for review of the Educational Facilities Plan, have been cancelled.  Approval of the final plan will be sought at the September 16, 2010 Regular Board Meeting, just prior to the approval of the final budget.

Mr. Elliott reported that the final Capital Outlay - PECO New Construction funding information had been received.  The 5-year projection indicates a loss of over $4 million, which will affect projects already in the Plan.

Mr. Jim Connell reviewed the 2010-11 - 2014-15 Educational Facilities Plan for the Board.  The facilities plan outlines planned improvements, expansions and new construction.  Tom Moore, Chief Information Officer addressed the issue of technology.

Minutes: 

1. The Superintendent commended the district for continuing to do more and more with less and less.  He also expressed appreciation to the schools for the exceptionally smooth opening of the 2010-2011 school year.  Mr. Wortham also encouraged continuation of support for the .25 mill levy on the November ballot.

2. Information was provided regarding an addition to the pending Florida School Board Association's involvement in the Class Size Amendment lawsuit.  This addition to the suit will challenge the state's decision to allow an exemption for charter schools from meeting the class size amendment requirements that all other public schools must meet.  It was recommended, by the School Board Attorney, that the CCSB should pursue joining this lawsuit at a cost of $1500.  The Board approved the recommendation.

3.  The Superintendent announced the dedication of OakLeaf High School on Sunday, September 12, 2010 at 3:00 p.m.

School Board's Requests
69. Comments

Minutes: 

Board  Chairman Lisa Graham expressed her thanks to all divisions and departments for the smooth opening of Clay County schools this year.  Mr. Farrell and Mrs. Vallencourt added their appreciation.

Mrs. Studdard acknowledged the School Board for receiving the distinction of Board Certification at the June, 2010 conference in Tampa. Carol Vallencourt certified since December, 1992; Lisa Graham certified since December, 1993; Carol Studdard certified since December, 1994; and  Frank Farrell certified June, 2010.

Mr. Farrell announced that he will be attending the FSBA Board of Directors meeting in Orlando, Florida September 9-10, 2010.
